Petition to the European Parliament Regarding the Study of UAP's as a Potential Green Energy Source under TFEU Article 352

This petition urges the European Parliament to initiate a comprehensive investigation into the potential of Unidentified Anomalous Phenomena (UAPs) as a source of sustainable energy, under the enabling clause of Article 352 of the Treaty on the Functioning of the European Union (TFEU). This is justified by the urgent need to address the climate crisis and the ongoing energy security challenges facing Europe. The recent acceptance of Project MorrĂ­gan by the Irish Oireachtas Committee on Public Petition in December 2022, proposing the study of UAPs as a climate/energy crisis solution, further supports the urgency and merit of this petition.

**Legal Basis: Article 352 TFEU**

Article 352 TFEU allows the EU to act in areas not explicitly covered by the Treaties if it's necessary to achieve the objectives of the Union and the Treaties themselves do not provide the necessary legal basis. Given the unprecedented nature of the potential energy source represented by UAPs, and the lack of existing EU legislation specifically addressing their study in this context, Article 352 is the most appropriate legal avenue. The objectives of the EU, including combating climate change and ensuring energy security (as enshrined in various Treaties and EU legislation), strongly justify the need for such an investigation.

While highly speculative at this stage, the potential energy source represented by UAPs, if proven, could provide a revolutionary solution to our energy needs, mitigating reliance on fossil fuels and accelerating the transition to sustainable energy. Talks are underway with key stakeholder in the United States to present MorrĂ­gan to interested parties on Capitol Hill in the near future.
